Hitch Mounted Bike Rack that Will Fit a Class I, 1-1/4 Inch Trailer Hitch on a 2007 Toyota Corolla

I would like to know if I can use a Class II bike rack with a Class I hitch but only with two bikes vs 4 bikes?

Many Class II bike racks physically will not fit in a Class I receiver. Class II only accessories are designed this way so that you do not overload your hitch.
With a Class I hitch, it is not recommended to carry more than 2 bikes. With that being said, we have many hitch mounted bike racks that will fit a Class I, 1-1/4 inch trailer hitch. I have included a link to these below.
If you are looking for a very light weight 2 bike rack, that still has a relatively high capacity, I recommend the Kuat Folding 2 Bike Lightweight Aluminum Rack, # B202-114. This rack weighs in at only 12-3/5 pounds and yet can hold as much as 100 pounds.
If you are looking for a rack you can use between a Class I, 1-1/4 inch and a higher class, 2 inch hitch, I recommend the Thule Apex XT, # TH9025XT. This is a folding rack and can be used with 1-1/4 or 2 inch hitches. It features anti-sway cradles and a built-in anti-rattle device. When being used on a 1-1/4 inch receiver you are limited to 2 bikes.
