Trailer Wiring Recommendation for a 2006 Mercury Monterey with Tow Package Port

If I haveThe plug on a 2006 mercury monterey to install the Trailer Wiring Harness, # C56673, does that mean for sure that the wiring should be live?or does that not necessarily mean so?

If the port on your 2006 Mercury Monterey is present but not active that just means that the included relays that come with the # C56673 are needed. The relays are what activates the circuits so that would explain why the connector does not have voltage.
