I spoke with my contact at Cequent and she said that yes, the Reese Signature Series Hitch Adapter for Elite Series Bed Rails # RP58419, which you reference, is required if you are adapting an older style 5th wheel like the Signature series to your 2015 Ford F-450 Super Duty with Factory Rail Kit.
This part is not required if you have the newer Elite series 5th wheel hitch.
