The clearance for bike rack # B202-114 is going to be 7-1/2 inches from the center of the hitch pin hole to the back of the upright bar on the bike rack.
To determine if this rack would have enough clearance to fit on your 2007 Chevy Cobalt, I recommend measuring from your hitch pin hole to a point past your bumper and any other items that might interfere with the bike rack installation. If this measurement is less than 7-1/2 inches, the Kuat bike rack would work well for your application.
If you do not currently have a hitch installed, you could also measure out from a point just underneath your bumper where the hitch opening would sit, but you might want to add a couple inches to your measurement just to make sure you will have enough room, as you will not be able to get an accurate clearance measurement from the hitch pin hole.
I would recommend trailer hitch # 24756 for your vehicle. I have included a link to the hitch installation instructions, if needed.
A hitch lock like part # HL1 would also be a great choice to secure the bike rack.
