Looking for Black Plastic or Steel Fender for 13 Inch Wheel
Question:
I have a trailer that has a 13 inch wheel. the Dimensions of the fenders are 7 1/2 - 8inch wide / 28inch 5/8 long / 12inch High. the question is, do you have a black plastic fender or steel fender in this Dimensions. mounting brackets are still in great shape, the old fenders where welded on

We have a couple of fenders that would work for you, but they're just a little bit wider than the spec you mentioned (which shouldn't cause any problems.)
The Fulton # F008553 is a black polyethylene fender that measures 9 inches wide, 29-1/4 inches long and 12 inches tall. This is a about 1 inch longer and wider than your existing fender.
The closest match is the CE Smith pre-galvanized fender, part # CE17800G which measures 27-3/8 inches long by 8 inches wide by 11 inches tall.
I've linked to some description videos for the fenders mentioned above.
