Choosing the correct ball mount to tow your boat trailer with your 2000 Sienna is a simple process. They key is to select a ball mount with the rise or drop needed to keep your trailer frame level when it is hitched to the vehicle. A level trailer will handle better. The linked article will be helpful to you.
Your Sienna can be fitted with either a 1-1/4-inch Class II or a 2-inch Class III hitch. First you need to confirm which size you have. There should be a safety sticker on the hitch to indicate its Class rating but you can also simply measure it, as described in the linked article.
One you know your hitch size you can use the link at right to choose the category of ball mounts for your size hitch. Then you can measure the height of your un-hitched trailer coupler when the frame is level with the ground. You will want to choose a ball mount whose rise or drop will have the top of the attached hitch ball 1-inch higher than the top of the trailer's coupler. This 1-inch of height difference accounts for the normal vehicle rear-end "squat" that always occurs when a trailer is hitched.
Your trailer coupler will indicate what size of hitch ball it requires, likely a 1-7/8-inch or 2-inch size. I have also linked a page showing ball mounts that you can use to select one that both fits the ball mount's hole diameter and the coupler size on your trailer.
