Finding Folding 4 Bike Capacity Platform Style Bike Rack to Clear Spare Tire of Jeep CJ

will the 4 bike xtc4 work and fold up on a Jeep CJ that has a spare tire on the rear tailgate.

In order to determine if a given folding bike rack would work, you'll need to measure rearward from the hitch pin hole in the receiver to the furthest rearward point of the spare tire. This distance needs to be less than the hitch pin hole to closest part of the bike rack dimension of the shank on the bike rack you choose. I've linked you to an FAQ article that shows how to do this.

For instance, when folded up, the Swagman XTC4, part # S64665 has a hitch pin hole to closest part of the rack measurement of 3-1/2 inches, I'd be highly doubtful that it'd fit. The Saris Freedom Bike Rack for 4 Bikes # SA4414B has a 10 inch shank dimension when folded up, so it would be your likeliest fit, if the measurement you take is less than 10 inches.
