To weld on a brake mounting flange such as # 4-44-1 it requires a special jig and someone with experience in welding on brake mounting flanges. They have to be perfectly square and concentric and if off just a little bit it can lead to all kinds of problems with trailer ride, stability, tire, and suspension wear.
You would need to find someone locally who has the proper equipment and has done this type of installation before. A place that sells trailers and RVs and has a service center would be the most likely place to check.
