The Bully Fire Strip LED Light # BLS-1101 that you referenced should work well on your 2003 Toyota Tacoma as it is a universal fit light strip that can work on either 48 inch or 60 inch tailgates. It can also be cut in 3 inch increments for a custom fit.

It attaches between the bumper and the tailgate and plugs into the 4-way trailer connection of your vehicle.

Since you said your vehicle doesn't have a tow package you may be in need of a 4-way trailer light connection. For that you would want the # 118379.
