I would use a dual hitch adapter like the Roadmaster part # RM-077-8 even if your current setup is mostly level without a high low adapter. I'd run the adapter in the rise position so that the bike is 8 inches above the tow bar so that you'd have plenty of clearance between the rack and tow bar to prevent any clearance issues. Sounds like what you are looking for is a 2 inch to 1-1/4 inch hitch adapter like the Brophy part # HTAD based on what you mentioned although the dimensions mentioned may not match perfectly. This will fit the 1-1/4 inch hitch you have on your vehicle and give you a 2 inch opening for your bike rack to attach to. These two hitch sizes are the common ones vehicle have nowadays.
