Since this is just for storing straps and is not a tie down point any size screws will be fine, but getting one or two into the metal framing on the trailer wall will be the best choice to make sure it stays secure for years to come.

I do have a solution for you, however the Draw-Tite model 02203 trailer hitch that you mentioned looks like an older model hitch that has since been discontinued. From what I could find, this particular hitch was designed to fit certain midsize trucks from Chevy and Dodge from 1985 to 1991. This hitch will not fit your 2000 Plymouth Grand Voyager.
