We've installed the Curt hitch part # C11020 a couple times and did not have any issues getting any of the hardware loose on the vehicle. Hopefully the guy didn't destroy the bolt in the process of trying to get it out but hopefully a mechanic with more experience would have better luck. If you are in a climate that sees a lot of salt and snow it is possible the bolt could be corroded really bad but even then the bolt should still come out.
