Using a stabilizing strap can help keep the rack from moving around as much so if that's the route you want to take then I recommend using the Curt Cam Buckle Stabilizing Strap # 18050 which can be secured to your trunk/hatch or safety chain loops - whichever is easiest to then extend the strap to the bike rack.

I spoke with Curt in regards to your Curt T-Connector Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # C56215 on your 2015 Honda Crosstour, and they mentioned that usually when this happens this is caused by there not being any power on the 12V feed to the converter.
They recommend that you are getting power to both sides of the fuse on the harness with a circuit tester # PTW2993 or a multimeter # PT89ZR.

Curt 4-pole wiring harness # C56215 is the correct part for the 2014 Honda Crosstour.
If the VEHICLE'S connector where the Curt's white plug connects has power, but that power is not reaching the fuse holder in the harness' wiring, then chances are that there is a bent contact in one of those connectors that is preventing 12V power from reaching the fuse and converter box.
