With the Rack'Em products like the Beverage Cooler Rack # RA-18 on 3/8" plywood you will want to use a type of hollow wall anchor to ensure the bolts do not pull out of the walls. You should have a small gap behind the plywood which will allow you to use a wall anchor. The factory brake controller port on a 2021 Chevy Silverado 1500 is towards the left side under the dash, just above three other wire harness connections and the lower vent tube for your Silverado's AC system. It will be mounted facing downward and have a cap/dummy plug connected to it that you'll need to remove.
