While the Yakima Bracket # Y07078 is designed around axes/shovels, I don't see any reason why you can't carry other accessories as long as you're able to make sure they are secured properly.
One thing to think about though is that fishing rods can be a little delicate so at the very least I would add some sort of padding inside these brackets to help maintain their integrity.
