The Curt # C13900 is width adjustable, determined by where the bolts are installed in the crossbar of the hitch. If the hitch is assembled in its narrowest orientation as explained on page 3 of the linked instructions, it'll fit on frames that are from 31-33-1/2 inches in width. This orientation would compatible with the 32 inch frame width, however you might need to drill holes in the underside of the frame for the mounting hardware.

The tabs for the Demco Classic Base Plate Kit # DM9517023 that fits your 1996 Geo Tracker have a 3/4" gap, they measure 3/8" thick, and there is a 1/2" hole for the pin that secures the tow bar to the base plate kit. I've attached a photo of this for you to reference.
