I do have a solution for you but the reason you are not seeing a base plate for your 2019 Fiat 500L is because the owners manual for your 2019 Fiat 500L says that it can not be flat towed. According to the owners manual you will have to use a tow dolly with the front wheels of your Fiat 500L off of the ground.

Thule is a leading European roof rack maker who does extensive fit testing so I checked with them directly for a roof rack fit for the 2013-2019 Fiat 500L hatchback with the glass roof. My contact there confirmed their WingBar Evo rack system works for both types of glass roof on the 500L. I checked the online manual for the 2018 500L and it indicates a 110-lb weight rating for the roof. If your printed manual differs go by your manual instead of the online copy I reviewed.

For a trailer hitch receiver we have the Curt Trailer Hitch Receiver # C11363. This fits all models of the 2012 Fiat 500 with the exception of the Abarth. If you have the Abarth you need the # C11347 instead. Both of these are Class I hitches with a 1-1/4" receiver and a bolt-on installation.
