You are correct the HappiJac Camper Tie-Downs # LC182904-182971 are the correct kit for your 2013 GMC Sierra 3500 with a regular cab and 8' bed. We do occasionally run into this issue down in the shop and we typically just zip tie the plastic wand as close to the factory position as possible on the new crossbeam.
