You can definitely mount the Rhino-Rack Fishing Rod Carrier # RR574F upside down underneath your Yakima HD crossbars! I do recommend using the included T-Bolt hardware to mount them into the channels as opposed to the clamping system just for more of a snug fit, and so the clamps won't be sitting topside of the crossbars. view full answer...
You could mount the BoatBuckle Vertical Rod Hold-Down PLUS System # IMF15435 using Velcro but I'm not sure how well it will hold up. Realistically it will depend on the Velcro used and the type of carpet. I definitely wouldn't try using adhesive backed Velcro if you decide to do this. Since the strap runs all the way around the rod holder you would want to stitch the Velcro onto the strap to make sure it stays into place.
