The part you referenced, Curt T-Connector # 56073 for the 2004 Mercury Monterey, is a correct fit for vehicles that came equipped with the factory tow package. It plugs in under the vehicle's rear at the center.
If your Monterey does not have the factory tow package you will instead use TowReady harness # C56673 which comes with the needed relays to get everything working.

The Reese Sway-Control Bracket, # RP26003, is 3/8 of an inch thick so you will need a hitch ball that has a shank long enough to fit through the ball mount and the sway-control bracket and still have enough threads left to install the nut properly.
The etrailer.com Drop Ball Mount Kit # EBMK4 has a shank that is 2-1/4 inches long. Since at least one thread needs to be visible beneath the lock washer and nut once the ball is screwed into place, part # EBMK4 should work well for your application.

The intermittent function of the left side turn signal on your trailer with the Curt T-Connector Wiring Harness # C56673 installed on does sound like the result of a loose connection or a bad/weak ground. The first thing I recommend doing is using a circuit tester like # PTW2993 to test the 4-Way connector on the Monterey. Sometimes there is drilling required to install this Curt Hitch # C12187 on your 2006 Mercury Monterey. With this hitch sometimes the vehicles frame holes don't line up for the hitch to attach to so you have to enlarge the hole to compensate for that. Check out the installation instructions I attached that show that basically all you will need to do is lower the exhaust, fishwire a few bolts and then tighten the hitch to spec. Drilling isn't shown as it wasn't required for the install.
