If you tested the wiring on your 2008 Mercury Mariner and it is operating properly but then when you install a wire converter unit the 4-Way flat connector isn't operating properly then yes, I would say that is an indication of a faulty converter/ModuLite wiring unit. In this case I recommend replacing your wiring with the T-One # 118551 as it sounds like you don't have the factory tow package.

Because trailer wiring harness # 118551 requires a direct connection to the vehicle battery, the power wire will be energized all the time because it is connected to the battery. However, with nothing drawing power on the 4-Way end that power has no where to go (nothing is drawing it). So just having the harness installed cannot drain the battery unless something is plugged into the 4-Way and is drawing power.

I am looking at the install pictures and if I am reading things correctly, the steel hanger welded to the exhaust pipe is touching the hitch. This in turn sends exhaust vibrations into the vehicle and that is what you are hearing. You have a few options of how this can be corrected.

It sounds as if you might have shorted out your converter box. I will link you to a video that demonstrates how to test the converter. You will test the wires on the input and the output side of the converter. If you have signal entering, but not leaving the box, it will need to be replaced with the # 118551.
You should also check the fuse where the power wire connects at the battery. If that fuse is blown, replacing it might fix your problem.

Vehicles using trailer wiring harness # 40455 may need to see a local Ford or Mazda dealer for a relay. The relay is needed to activate the tow package wiring circuit. It sounds like your 2007 Mercury Mariner is missing that relay.
