I checked the online version of the owner's manual for a 2019 Chevy Malibu, and you are correct that it was updated. The owner's manual states that the vehicle cannot be towed with all four wheels on the ground. However, it does state that a tow dolly can be used, so long as the front wheels are on the dolly.
For a tow dolly that will allow you to tow your 2019 Chevy Malibu I recommend an option from Demco:

The two small tubes you mention are threaded on the inside, and provide an attachment point for the connector for the umbilical that connects the RV to the towed vehicle (such the one included with part # BX88206). It sounds like you need a 1-1/4 inch to 2 inch adapter for the trailer hitch receiver that fits a 2020 Chevy Malibu - the Curt Trailer Hitch Receiver # C12185.

The Michigan DOT website does state that a person may use a tire chain of reasonable proportion on a vehicle when required for safety because of snow, ice or other condition tending to cause a vehicle to skid. However, it further states that the chain must not come into contact with the surface of the roadway. Based on this restriction it sounds like it would not be permissible to leave chains on continuously throughout the winter months unless road conditions were consistently snowy.
