If all of the wires have voltage when the signal lights come on typically that is a sign of a shorted out converter box of the wiring part # HM48925.
You can test this by checking for voltage on all of the wires leading into the box to see if the correct voltage is on the wires when the appropriate turn signal is applied and then check the output side of the box. Is correct on the input side then the box is shorted out. If not then it is wired wrong.
