You will want to do some further testing to determine if the issue is with the converter or on the vehicle. Start by testing the wires going into the converter box from the vehicle. If the green wire is showing power going into the box when it should not be, unhook the T-connector on that side and then test the tail light wiring without the connector attached.

This is a text book example of a weak ground. Ground issues normally show up when there is more draw on a system. With a turn signal on and the brakes you are drawing a lot of power and that is when the issue is going to show up.
