I spoke with my contact at Titan about the Gel Cell Breakaway Kit, # T4822100, which is designed for use with the Titan actuator. She told me that yes, the breakaway kit receives a trickle charge from the tow vehicle and does not require an exterior charger. Because the batteries are wired in parallel, it will take longer than a normal charge.

According to Hydrastar, their # HS481-8067 vented Electric Over Hydraulic Actuator system does indeed include a charger for the battery used by the break away system. The charger would connect to the 12-volt trailer connector feed from the tow vehicle.
Since your # 90885 Tekonsha Prodigy P2 brake controller is EOH actuator compatible, you won't need to use the adapter module that's included with the kit.

The Viair EVC Battery Powered Tire Inflator # VA88JR does come with a charging cord. The compressor itself has a USB-C connector and the other end of the cable is the usual USB-A. The USB-A is the standard so you should have no trouble finding a receptacle for charging. The cord included with the compressor is quite short, only about 8" which is a little impractical.
