No, the speed rating on trailer tire # AM10235 does not have a duration it can run at speed. The rating is given based on the construction but also other factors as well. The assumption is that you would creep over 81 miles an hour from time to time. You would want to keep it at or below 81 miles per hour though.

I spoke to my contact at Thule and she informed me that when the Thule Hullavator Kayak Carrier part # TH898 that you referenced is extended down for kayak loading it will be 40 inches lower than the top of the roof rack crossbars. So that means if the top of your crossbars measures 67 inches from the ground that when the Hullavator is extended down the carrier will only be 27 inches from the ground.

I took a look at the owner's manual for your 2006 Toyota 4Runner and it looks like the lowest weight rating is 5,000 lbs for a trailer. Since it is recommended that the trailer's tongue weight (TW) is 10% of the weight of the loaded trailer this means that your max TW rating is 500 lbs.
For carrying your 400 lb bike I recommend using the Draw-Tite # 75155. This is rated for over the weight capacity of your 4Runner but you will still be limited by the lower weight rating.

You'll need to check with the manufacturer of the tent to find out what is the minimum weight capacity for their tent from the roof rack. They should have a number listed for the dynamic capacity required for the rack which would translate into a higher static (parked not moving) capacity.
