It sounds like you might have an issue with your ground, or you may need to simply reset your brake controller now that it has been installed. Once you turn your vehicle on and the trailer isn't connected, there should be a red light that appears on the controller.

It sounds like you have a short in the running light circuit on your trailer.
Each incandescent tail light will pull approximately 2 amps, with the marker lights pulling .05 amps apiece. Your current lighting configuration is not pulling enough amperage to short out the harness or the circuit feeding it.

The First thing I would do is make sure that the ground wire from the wiring harness, # 118434, and the ground wire from the Adapter, # 30717, are attached to good ground locations that are free of paint, primer, and corrosion on your 2007 Saturn Outlook.
