If you're speaking of a receiver hitch like the # C13037 being stolen, wow! In my almost 14 years here that's a new one on me. There really isn't any really good way to theft-proof a hitch in that situation. I believe the best solution you mentioned would be to have the at least a couple of the mounting nuts tacked to the hitch so they couldn't be easily removed without grinding the tacks out. For the 1998 Plymouth Voyager, two 1/2 inch holes will need to be drilled in the bottom side of the frame member on each side of the vehicle.
This is not terribly difficult, you can remove the two rear bumper bolts as indicated in the instructions, use the bolt leader to fish the rearward bolts into place, and loosely bolt the hitch into place. Curt trailer wiring harness # C55493 plugs into a towing harness located behind the driver's side rear trim panel by the rear hatch. Remove any fasteners holding the trim panel on and gently pull the panel out. The mating connector will be behind this panel.
