Using a lift or hoist along with a sling like part # EM02000 would be the easy way of removing the PWC from the trailer and onto the dolly.

I believe what you have found in the owners manual is referring to towing without a transmission lube pump in emergency situations. You will still need to confirm the towability and pre-towing procedures for the vehicle with the owners manual or contact the vehicle manufacturer for specific towing procedures.
