While very similar there are few key differences between the two Draw Tite hitches that fit your 2013 Kia Optima. The part # 24965 costs less but has a more in-depth install which requires underbody panel trimming/removal.
The part # 24853 will install in almost half the time and does not require trimming of underbody.

The Draw-Tite Sportframe Trailer Hitch Receiver 24940 and # 24965 both will fit 2011 to 2017 Kia Optima models. The only difference between them really is that the # 24965 will also fit 2018 Hyundai Sonata's excluding the hybrid as well where the discontinued part 24940 only fit Sonata models through 2017.
There is no difference for your 2016 Kia Optima, so I recommend the less expensive of the two.
