The switch would work fine on a 25A circuit.
The 40A rating simply means the switch itself can handle up to 40 amps running through it without being damaged. You can use a higher rated switch without issue, but you couldn't use a lower rated switch on a circuit carrying more amperage than the switch is rated for. In other words, you can go one way, but not the other.

The lead leg of your landing gear is the leg that has the motor and gear box attached to it directly. The follow leg has a connecting bar that is attached to it from the lead leg to move at the same rate as the lead leg. The follow leg does not attach to the motor assembly and gear box directly.

From what I have found, you have 4,400 lb axles on your 2010 Keystone Cougar 26BHSWE. Your axles have a hub face measurement of 85" and a 68-1/2" spring center. Unfortunately, 4,400 lb axles are no longer being made so you will also be replacing the hubs and drums.
