I really wish there was a great solution but nothing we have works mainly because of the number of bikes. E-bike racks are primarily 2 bike racks and when you have to limit them to 5th wheel applications that makes it really hard.

So I scoured every bike rack option, and unfortunately one with the exact configuration doesn't exist, for a couple reasons. The issue is being rated for an RV, weight capacity for ebikes, and especially the fenders, as the Thule rack you mentioned is wheel-mounted so won't work with fenders. Hello Dylon. Unfortunately, none of the hitches we carry for the 2017 Honda Civic will fit the center exhaust models. The exhaust sits literally right where the hitch would need to be located. Even if a hitch was designed to fit under the exhaust, this would be less than ideal because your bike rack and bikes would be directly behind the exhaust which for obvious reasons would not be good.

Hi Jim, so in our experience with the Thule Insta-Gater Pro Truck Bed Bike Rack # TH93VR the bike will be stable with very little movement. You may a small bit of movement of the front tire when going over bumps but nothing severe at all. You could add some stabilizer straps like part # SA3033 to help keep the tires in line with the frame at all times. I think we have a solution for you here, but the two parts you mentioned are using an adapter and adapter together. What you can do instead is which is use a Gen-Y ball mount shanks with stacked receivers. This gives you the ability use both a ball mount and bike rack, stacked at different heights so they don't interfere with each other. I'm not sure how much more rise you need, so here are a couple options:

Since most tow bars have to sit up 90 degrees and then turn to either side to stow you'd almost certainly need to remove a bike rack. The Roadmaster Dual Hitch Receiver Adapter # RM-077-4 you were looking at would allow you to haul both but it along with even their largest version # RM-077-10 would likely still have the bike rack block the tow bar from stowing. view full answer...
