I have a solution for you, but unfortunately the bolt patterns for most bike racks like your Thule rack tend to be proprietary, and aren't generally able to be matched.
Instead, I recommend replacing the hitch pin. You can do this one of two ways.
If you already have a lock and such set up, then part # 853-5917 will outright replace the hitch pin. Often times a bent or damaged thread pattern can cause the bolt to work loose.

It sounds like you are looking for hitch bolt # 853-5917. Even if you don't have the Snug Tite lock you can still use this bolt. But if you wanted to add the lock as well you could instead get # THSTL2 this is the lock, bolt, keys, washers, and a little wrench that you can use to dig through tools to find a better wrench to use to tighten the bolt. We do carry a standard hitch pin like # PC3 that works with the Chevy Colorado Hitch Cover # CHAAHC-12 but the exact replacement for that part is not available.
