Actually the Thule Flat Top Ski and Snowboard Carrier # TH7324 that you referenced includes 4 matching lock cores already so you wouldn't need to purchase them separately.
2 of the locks will secure the rack to the crossbars and the other two will prevent the rack from opening and someone stealing your skis or boards from the rack. Check out the review video I attached.
