Troubleshooting a Tekonsha Voyager that is Wired Up Correctly But Wont Come On
Question:
I have the same problem as Patrick B, no LED indicator. I verified polarities to the battery, an open to the blue wire no trailer attached, and zero volts/76 ohms to the red wire brake cold side with the brake switch open. There is 12.1 volts to the red wire with the brake pedal depressed. Also turned on the blinkers for both sides to see if the voltage ped-out, stayed steady.

It sounds like your brake controller just needs to be connected to a trailer. Try connecting it to a trailer to see if starts to work properly.
If it still doesn't work with a trailer connected, and since you tested and verified that all of the wiring connections to the controller are good the only other problem is that the controller is bad.
For a brake controller I would recommend the Prodigy P2 Brake Controller part # 90885. This is our best selling brake controller because of how well it works and how easy it is to setup.
You should note that if a trailer is not connected the LED indicator will not come on.
