I have included for you a link to our main page for all Class I-compatible 2-bike racks; these are available in several styles (hanging or platform) and also with feature such as tilting capability and built-in locks. You can use the filters in the left-hand margin to narrow the product results shown to just those with the features you prefer. The linked articles will help you consider which racks will best serve your needs and the particular bikes you wish to transport.
One of the most versatile carriers available is Thule's EasyFold # TH903202. This platform-style 2-bike carrier will fit both 1-1/4-inch and 2-inch hitches, it handles heavy bikes like electrics up to 65-lbs each, it has clamps that work with all frame styles, it includes a loading ramp, foot-operated tilt mechanism and even built-in wheels to ease moving it around the garage. True to its name it also folds up to a compact size for storage. The EasyFold is about as "future-proof" as a bike rack can be and I highly recommend this carrier.
You will need to install a hitch receiver on your Prius in order to use a hitch-mount bike rack. In addition to the hitch you will need only the bike rack of your preference and potentially some locks for the rack and your bikes unless you choose a rack that includes them. You do not need a ball mount.
The hitch offered for your vehicle is the Curt Class I hitch # C11276. This is a light-duty hitch that is capable of transporting 1 or 2 bikes, but no more than that. It is necessary (in order to retain your hitch warranty from Curt) to use a stabilizing strap # 18050 along with any accessories mounted to this hitch.
