Cargo Carrier # C18145 fit on a Subaru Forester 2006 and Outback 2003.

As long as you have a hitch on your 2006 Subaru Forest and your 2003 Subaru Outback the 17x46 Curt Cargo Carrier # C18145 would work well for both vehicles.
To be sure you could measure from the center of the hitch pin on both vehicles out to the furthest point out on the rear bumper, if that measurement is less than 7-1/4 inches this carrier would work just fine as it has a distance of 7-1/4 inches from the center of the hitch pin to the nearest portion of the rack.
If you need a little more room, take a look at the Reese # 63155. It has 11" of clearance and a 3" rise shank.
