From the top of the receiver opening on a trailer hitch to the top of the rails on cargo carrier # 63153 it would be approximately 8-1/4 inches. The 2-1/2 inch rise plus the 5-1/2 inch tall rails equal 8 inches but then there is the thickness of the metal on the cargo carrier shank where it fits into the the basket portion. I have included a couple of video links to this cargo carrier for you.
If measuring from the bottom of the carrier shank you would add another 2 inches for the height of the shank. So that would be approximately 10-1/4 inches from the bottom of the shank at the lowest point to the top of the rails.
You can also fit this carrier with a light kit # 20174 if the carrier and/or cargo block the vehicle lights.
