Why Is My Hayes Brake Controller Only Getting 10v At the Brakes
Question:
does the time delay controller put out variable amps or volts.?.. I have 12.3 volts at bumper outlet, but only 10 volts at the brakes... it used to lock the tires on a road, now it wont skid the tires on grass, but it does have some braking effect.

The Hayes Syncronizer Trailer Brake Controller # HA81725 requires 12v to operate properly so since you're only getting 10v at the brakes that leads me to believe there is a wiring issue somewhere.
You're going to need to go through your wiring, testing incrementally for voltage while looking for any damaged or exposed wires.
If that's all good, I'd double check the wire is 10 gauge # 10-1-1 because smaller wire can cause also voltage drop. It's also a good idea to check your ground and make sure that's secure and in good working order.
