High Low Adapter for a Vehicle Hitch that Sits 5 inches Higher than Level  

Question:

the center line of my receiver measures 19.25 inches above the ground, the center line of the hitch point for my tow vehicle is 24.5 inches above the ground. Which adapter should I use 4inch or 6inch to achieve parallel towing ?

I would go with the 6 inch Roadmaster High-Low Adapter part # RM-048-6. Being an inch off either way would not be a big deal, but I would rather have your tow vehicle pulling slightly up than down as down usually wears tires and suspension components on towed vehicles.
