Best rack for a single e-bike roughly 50 Pounds that will function with a spare tire mounted on the rear of a Jeep Wrangler.

For your setup I recommend using the RockyMounts HighNoon FC bike rack with a swing-away hitch adapter:

The HighNoon FC is a new rack from RockyMounts and it has a unique feature in that there is a ratcheting hook for the front tire but if your bike has a front fender you can use the strap instead. You can choose between the single or 2-bike rack depending on how many trays you're wanting, and then the swing-away adapter extends the bike mount out far enough to get past your spare tire plus the swing-away feature means you can still gain access to your rear cargo area without having to take the rack off.
