Dual Hitch For Carrying a Bike Rack While Towing a Tow Dolly With Car

Question:

I noticed the hitch extensions state to NOT use them to pull a trailer. I have a tow dolly that I will towing my front wheel drive on it. I need a dual hitch along with an extension. What line of these are approved to pull a trailer. The tow dolly weight 400 pounds and the car with the 2 front wheels on it weighs around 3,800 pounds. I also have a bike rack that is on there now for my E bikes
