The Curt Adjustable Width Trailer Hitch Receiver # 13703 that you referenced can accommodate 3 different styles of frame mounting styles. A box frame style, a C-channel frame style, and an I-Beam frame style, please check the frame on your 2013 Crossroad Travel Trailer and see if it is one of these styles. I have linked the instructions for you, and included a photo showing the frame mounting styles.
Also please check with your travel trailer manufacture and see if it rated for having a hitch installed on the back of it. Some trailer manufacturers specifically do not install a rear mounted hitch because the frame of the trailer is not intended to support either the tongue weight of hitch mounted accessories on a travel trailer, or the pulling weight of towing a second trailer.
Due to the extended distance from the rear axles many hitch mounted accessories specify that they are not rated for use behind a motorhome or trailers. This extended distance subjects the hitch mounted accessories to additional bounce, and torque that many accessories are not rated for.
If you do find that your travel trailer is compatible with having this rear mounted hitch installed please make sure that the accessory that you are going to be using to carry you scooter is also rated for the application. Also, if this hitch will be welded on make sure that the welding is done by a qualified professional.
The Curt # 13703 is rated for up to 350 pounds of tongue weight and is a stabilizing strap # 18050 is required to be used in conjunction with this hitch for your scooter carrier. It has a 2 inch receiver opening.
I have included a link to the products recommended above, the installation instructions, and a couple of videos for your reference.
