How To Secure Pivot Bolt on Thule Parkway 4 Against Theft
Question:
I have a Thule 4 Parkway. The THSTL2 is for the bolt on the right. However, how do I secure the hinge bolt on the left that can be taken off with a socket and wrench on opposing sides?

The bolt you mentioned is not meant to be secured by a lock.
If you wish, you could use thread locker like Loctite # LT37420 to make the bolt more difficult to remove.
The fact that two wrenches would be needed to remove the bolt should be sufficient deterrent for all but the most determined thief. Using a cable lock like # TH538XT ran through the loop on the shank or through the safety chain loop on your hitch should secure the bikes as well as the upper portion of the bike rack.
