For your application I recommend checking out the Yakima OnRamp which is available for both a 1-1/4" Hitch Receiver # Y96FR and a 2" Hitch Receiver # Y36FR.
The OnRamp has a weight capacity of 66 lbs per bike which your bikes should fall under just fine once you remove the battery (which we recommend doing anyways) and it comes with a ramp to make it easier to load/unload your heavy bikes. In addition to this it uses adjustable clamps which are compatible with a wide variety of bike frame style that we see with e-Bikes.
We actually have a video of this installed on a 2017 RAV4 that I'm linking for so you can get a idea of what this will be like for your 2013 Toyota RAV4. If you don't already have a trailer hitch I recommend installing the Curt Class III # C13406 which gives you a 2" receiver and a hidden crosstube.
