The receiver has a max tongue weight of 300lbs as you mentioned, but you will want to check the owner's manual of your vehicle to ensure you never exceed its towing / hauling capacities.
The Thule Camber 4 Bike Rack has a tilt feature which allows access to the trunk on your Kia Soul. An anti-rattle hitch pin is included to reduce wobble and vibration of the bike rack in the receiver, but it does not lock.
