There could be a number of reasons why the green light of the Tekonsha Voyager Brake Controller # 39519 is flickering, but by far the most likely issue is the 7-way connector on your trailer or tow vehicle is corroded or dirty, interfering with the signal.
So you'll want to check both plugs to see if there is any type of corrosion - which can be green or white - built up that may be hampering its functionality, or if it is exceptionally dirty. If so, you can try and clean it or replace the trailer side 7-way with the 7-way plug # PK12706 or plug and lead # H20046.
If it is your vehicle-side 7-way you can replace it with the Pollak Black Plastic, 7-Pole, RV Blade-Style Trailer Socket - Vehicle End # PK12-707E.
It could be the wiring to the brake magnets or possibly the magnets themselves. Inspect the power wires to the magnets and look for wires that may be pinched or otherwise damaged and fix as necessary. You'll also need to make sure the ground wires are attached to bare metal surfaces and free of any paint, dirt or corrosion.
