The footplate/drop-leg is indeed removeable on the etrailer.com Electric Jack w/ Footplate - A-Frame - 25-1/2" Lift - 3.5K - Black # e49ZR. Said footplate ( # EJ-3520-FT ) is held in place with a snapper style pin ( # JFC-PN ), both of which are easily removed.
As a side note, if you wanted to remove the # EJ-3520-FT to add a wheel of some sort, I can suggest the Removable 6" Caster for 2-1/4" Trailer Jacks - Steel Caster - 1,200 lbs # JC-102. This will fit around the tube and will also be help in place with an included snapper pin. This will make moving the tongue of the trailer a bit easier.
