Can the Titan BrakeRite Electric Over Hydraulic Actuator be Submerged Underwater

Question:

I recently purchased a boat trailer and was surprised to find the Titan 48131 acutator and the control module located well under the front of the boat where they well be submerged every time I launch the boat. Are both of these units submersible, or do I have a bad setup?

Installation location of the Titan BrakeRite I Plug and Play Electric-Hydraulic Actuator Kit, # T4813102, is at the discretion of the installer. However, you do not want to submerge it underwater so it would be a good idea to move it forward if at all possible. The cover on the system is not 100 percent water tight so it you can keep it out of the water that would be ideal. I have included a link to the installation details for you.
