The Thule Outway # TH65JV is not confirmed to fit your 2017 Toyota Prius V. That is the only trunk mounted platform rack option available. That being said, we do have what you need to be able to get a platform style rack for your Prius. You will need a hitch receiver # 306-X7192 and a rack like the Hollywood Racks Destination # HLY94FR.
Since it's a higher end bike, I don't like suggesting a hanging style rack, but if you are 100% set on not getting a hitch then you can get a trunk mounted rack. As long as your bike is not a carbon fiber bike I think you should be fine to hang it. The Thule Passage # TH910XT would work on your Prius V.
If you do go the hitch route, which I do suggest over the trunk mount, I've included a video for you so you can do it yourself at home to save some money on the install. Check it out!
